Penetron is a repair. However there are instances where it is a planned repair immediately after constructing a basement structure.
Penetron penetrates cracks and capillary pores where, if water is present, crystals form.

Though, presumably, they include something useful to help get the cement in a relatively long way.
It is very much against our ethos to build a basement with a spongy concrete and not to try to waterproof with the construction material.
Waterproof concrete, properly reinforced and with good workmanship is too dense to render so it would be too dense to soak up any Penetron as well.
It is our belief that you have to build a basement in some way badly for Penetron to be of benefit.
It is a repair, not a construction material.
